Pillar 4 of MoHESR's Outcome-Based Evaluation Framework, 15% of the score. For each KPI, this page lists the points the guidebook asks for and, against each point, how Tondro Consulting configures its offerings to meet it.

## KPI 4.1 Publication Ratio (معدل النشر)

- Weight: 2.5% of the institutional score
- Period: 3-yr rolling
- High: 5 per staff member
- Collected: MoHESR from Scopus. The institution supplies faculty details.

Peer-reviewed scholarly outputs per full-time academic and research staff member.

### KPI 4.1: Scholarly outputs indexed in Scopus, which MoHESR collects centrally (Guidebook p. 39)

- Research Office on Salesforce: Each output is recorded with its authors, programs and Scopus identifier, so the institution sees the count MoHESR will see.
- Agentforce: Where the institution licenses the Scopus API, an agent finds new outputs by your authors, matches each to a faculty record and proposes it for a person to confirm.

### KPI 4.1: Only outputs explicitly affiliated with the UAE institution count (Guidebook p. 39)

- Agentforce: The agent checks the affiliation on each output and lists those where it is missing or wrong, while there is still time to have it corrected.

### KPI 4.1: Arabic-language and creative outputs outside Scopus, which the institution submits case by case (Guidebook p. 39)

- Research Office on Salesforce: Arabic publications, design outputs and artistic productions are recorded as outputs with their evidence attached, ready for the supplementary submission.
- Agentforce: An agent checks ORCID and Crossref for outputs your authors have not yet reported, and proposes each for a person to confirm.

### KPI 4.1: The denominator: full-time academic and research staff, less non-PhD holders teaching only foundation or general education and staff not expected to do research (Guidebook p. 39)

- Salesforce as SIS: Each faculty record carries appointment type, highest degree, teaching assignment and research expectation, so the exclusions are applied by rule.

### KPI 4.1: Program-level lists, where an output counts for every program its author teaches in and co-authors at one university count once (Guidebook p. 39)

- Research Office on Salesforce: Outputs link to authors and authors to programs, so each program’s list is a report, with one count per output for the institution.

### KPI 4.1: Filing the denominator and the supplementary outputs through the Master API (Guidebook p. 39)

- Integrations: Both are filed from the record through the HEDB portal today, and through the Master API when it opens.

- Agentforce: The affiliation check under KPI 4.1 lists outputs that are not credited to the institution.
- Research Office on Salesforce: Where the institution licenses SciVal data, each output’s FWCI is shown on its record, so research leads can follow the trend by program.

## KPI 4.3 Joint Industry Research (الأبحاث المشتركة مع القطاعات)

- Weight: 2.5% of the institutional score
- Period: 5-yr total
- High: 65%
- Collected: Master API, collected today through the interim HEDB portal.

The share of research projects funded or carried out with industry partners.

### KPI 4.3: Every research project that meets the Frascati criteria, which together form the denominator (Guidebook p. 41)

- Research Office on Salesforce: Each project is recorded with its Frascati classification, programs, investigators and launch year.
- Agentforce: An agent reads the project summary against the five Frascati criteria and proposes a classification for a person to confirm.

### KPI 4.3: Financial contribution: industry funding of at least 20% of a budget of at least AED 50,000, with in-kind support valued (Guidebook p. 41)

- Research Office on Salesforce: The project budget holds each funder’s share, including valued in-kind support, and the rule tests the 20% and AED 50,000 thresholds.
- Alumni and Corporate Relations: Each funder is a partner record with its HEDB partner type, the same record used for industry contributions under KPI 3.4.

### KPI 4.3: Intellectual contribution: a tangible output such as a publication, product or IP, with the partner’s part verifiable (Guidebook p. 41)

- Research Office on Salesforce: The project links to its outputs and IP, with the partner’s co-authorship or co-ownership recorded on each.
- Slack for Education: Work with the partner runs in a shared Slack channel, which keeps a dated trail of their contribution.

### KPI 4.3: The partner organization aware of the collaboration, beyond one individual who works there (Guidebook p. 41)

- Alumni and Corporate Relations: The agreement or approval from the organization is attached to the partner record and linked to the project.

### KPI 4.3: Each project counted once, in its launch year, within a five-year total (Guidebook p. 41)

- Salesforce as SIS: Capstones, theses and research courses sit in the study plan, and each is linked to the project it belongs to.
- Research Office on Salesforce: Research assistants and students on faculty projects are named on the project record with their role and start date.

### KPI 4.4: Proof of participation for faculty-led projects, and proof of execution for self-led research (Guidebook p. 43)

- Research Office on Salesforce: The evidence is attached to the student’s role on the project.

### KPI 4.4: Assistantships, capstones and theses counted only with academic, societal or economic impact, tested against the checklist (Guidebook p. 44)

- Agentforce: An agent checks each project against the checklist, from prizes and five or more public talks to indexed publications, IP, media attention, AED 50,000 in funding and industry support, and proposes whether it qualifies for a person to confirm.
- Research Office on Salesforce: Each checklist answer is stored on the project with its evidence.

### KPI 4.4: Each student project counted once, in the year it is launched (Guidebook p. 43)

- Research Office on Salesforce: The launch year sits on the project, so a thesis that runs for two years counts once.

### KPI 4.4: Moving the number: more students in qualifying research

- Student Advising: Advisers see which students have no research involvement yet and which projects have places open for students.
- Slack for Education: Faculty post openings for student researchers in program channels, and students respond there.
- Marketing Communications: Students hear about assistantships, competitions and open projects in their field.

The social and economic impact of the institution’s research.

### KPI 4.5: Funding attraction: a later grant or funding of at least AED 50,000 from the university or an external donor (Guidebook p. 46)

- Research Office on Salesforce: Follow-on grants are recorded against the project they came from, and the rule tests the AED 50,000 minimum.

### KPI 4.5: Public outreach: prizes, five or more public talks, published educational materials, or media and social media attention (Guidebook p. 46)

- Research Office on Salesforce: Investigators log talks, prizes and materials against the project.
- Agentforce: An agent searches news and public sources for coverage of each project and proposes matches for a person to confirm.

### KPI 4.5: Public policy citation: mention in government or international organization policy documents, or an invitation to brief officials (Guidebook p. 46)

- Agentforce: An agent searches published policy documents for citations of your outputs, and each citation a person confirms is added to the project.

### KPI 4.5: Commercialization: AED 50,000 or more in revenue, a spin-off or license, or a trademark (Guidebook p. 46)

- Research Office on Salesforce: Licenses, spin-offs and revenue are recorded on the IP register and linked back to the project.

The number of intellectual property assets granted to the institution.

### KPI 4.6: Granted IP only, by type: patents, utility models, plant varieties, integrated circuit layouts, industrial designs and copyrights (Guidebook pp. 48–49)

- Research Office on Salesforce: The IP register holds each asset with its type, granting body, jurisdiction and status, and only granted assets are counted.
- TondroAI Extract: Extract reads the grant certificate and fills in the type, number, granting body and grant date for a person to confirm.

### KPI 4.6: An institutional ownership share of at least 20%, with IP held only by individuals excluded (Guidebook p. 48)

- Research Office on Salesforce: The ownership split is recorded on each asset, and the rule applies the 20% floor.

### KPI 4.6: Each jurisdiction counted separately, in its year of grant only (Guidebook p. 48)

- Research Office on Salesforce: Each jurisdiction is its own asset, linked to the same invention and carrying its own grant date.
