Questions about the framework and the map

What is the Outcome-Based Evaluation Framework?

It is the framework MoHESR uses to score every licensed higher education institution in the UAE on 24 KPIs across six pillars, most of them at both institution and program level. The pillar weights are Employment Outcomes 25%, Learning Outcomes 25%, Industry Collaboration 20%, Research Outcomes 15%, Reputation 10%, Community Engagement 5%. The current guidebook is version 11.5, published 23 March 2026.

Which OBEF KPIs come from the student record?

Seven of the 24 KPIs are counted directly from student and graduate records: 1.1 Employment Rate, 1.2 Employment Rate in Relevant Jobs, 2.2 Retention Rate (FYR), 2.5 Rate of graduates obtaining microcredentials & licenses, 3.1 Job Offer Post Work-placement, 3.2 Student Participation Rate in Work Placements, 5.3 Student Participation in International Dual/Joint Degrees. Most of the others depend on the record for their contact lists, cohorts and evidence, including the surveys MoHESR runs. The Employment, Learning Outcomes and Industry Collaboration pillars carry 70% of the score between them.

How are OBEF returns filed?

The institution files 14 of the 24 KPIs through the Master API, collected today through the interim HEDB portal. MoHESR gathers the rest itself, through its own surveys, Scopus and SciVal, the published rankings and CAA review visits. Sixteen KPIs are three-year rolling averages, so each definition has to stay the same across three years of data.

Can Salesforce produce the OBEF returns?

Yes, for the KPIs whose data Salesforce holds. With Salesforce Education Cloud as the student information system, each Master API figure is a report on the record, and Tondro Consulting files it in the HEDB format today and through the Master API when it opens. Rankings and citation impact are compiled outside the institution, and the map says so where it applies.

How does an institution prepare evidence for a CAA visit?

Keep each piece of evidence on the record it belongs to, such as graded work against its assessment, placements against the study plan and survey responses against the person who gave them. A reviewer’s sample then becomes a report drawn on the day. Tondro’s Managed Services team keeps the respondent-level files for each cycle, so an evidence request is answered from what already exists.

Does student data have to leave the UAE?

No. Salesforce runs Hyperforce in the UAE, so the student record can be held in the country. The agents on this map can use Claude through Claudeforce, or run on a self-hosted model where student data has to stay in the country.

Salesforce as SIS

Salesforce Education Cloud run as the student information system, in place of the institution’s legacy SIS. Programs, enrollment, grades and transcripts sit on one record that every other office reads.

The graduate record continues the student record, with employers, partners and engagement kept on it. On this map it also holds the institution’s corporate partners and what each one does with it.

Marketing Communications

Email journeys on Marketing Cloud, with SMS and WhatsApp, drawn from what is true of a student or graduate now. The communication history is kept on the record.
