Two KPIs worth 25 points together. Each one below is broken into the 9 points the guidebook asks for, and each point shows what Tondro Consulting configures to meet it. Choose an offering to see only its part.
Graduate Destination Survey, run by MoHESR. The institution supplies graduate contacts and owns the response rate.
The share of graduates in full-time work or further education within 12 months of graduating.

What the framework needs
What Tondro configures
Contact details for every graduate, supplied to MoHESR for the Graduate Destination SurveyGuidebook p. 19
Graduation writes the cohort, program and completion date to the record, which fixes who belongs on each year’s list.
The graduate record continues the student record at graduation and keeps contact details current, so the list is a report on records that already exist.
The list is produced from the record in the format MoHESR takes.
A GDS response rate that meets the Appendix C sampling guidelinesGuidebook p. 19, Appendix C
Graduates are told the survey is coming and reminded during the window, by email and SMS from their graduate record.
An agent reports the response rate by program each day and lists the graduates to follow up in programs below the floor.
The numerator: graduates from 12 months earlier in full-time work of at least 32 hours a week, or in further educationGuidebook p. 19
Employer, role, weekly hours, start date and any further study are held on the graduate record, with the date and source of each update.
Your own destination survey goes out at the 12-month point, and each answer updates the graduate record it came from.
For licensed professions such as health, the 12 months counted from the end of any compulsory post-graduation internshipGuidebook p. 19
Programs that lead to a compulsory internship carry that rule, and the report applies it to each graduate.
The internship end date is recorded on the graduate record, which is the date the 12 months run from.
Your own survey or administrative data, submitted with evidence for MoHESR’s consideration, as a three-year rolling averageGuidebook pp. 16, 19
The figures are filed from the record through the HEDB portal today, and through the Master API when it opens.
Tondro prepares the submission each cycle with its respondent-level data and collection metadata.
Before submission, an agent compares the figure with prior years and flags a step change for a person to explain.

Graduate Destination Survey. Relevance is judged by a job-to-discipline mapping matrix.
The share of graduates working full time in a job relevant to their field, within 12 months of graduating.

What the framework needs
What Tondro configures
The educational field of each program, coded to ISCEDGuidebook p. 21
Each program record carries its ISCED code, so every graduate inherits the field MoHESR maps against.
The occupation of each employed graduate, coded to ENSCO or ISCOGuidebook p. 21
The job title, description and occupation code sit on the graduate’s employment record, next to the employer.
An agent proposes the ENSCO code from the title and description the graduate gives, and a person confirms it.
Relevance decided by the job-to-program mapping matrix, where a job in either field counts for a dual degreeGuidebook pp. 20–21
A dual degree student holds both programs on the record, so both fields are present when relevance is checked.
Tondro runs the check against the mapping matrix each cycle and list the graduates whose match needs a person’s judgment.
The same denominator as KPI 1.1Guidebook p. 20
Both KPIs are counted from the same list of respondents, so their denominators cannot drift apart.
Both are filed from the record in one return.
Every agent on this page can run on Claude through Claudeforce, or on a self-hosted model where student data has to stay in the country.

Salesforce as SIS
Salesforce Education Cloud run as the student information system, in place of the institution’s legacy SIS. Programs, enrollment, grades and transcripts sit on one record that every other office reads.
Recruitment and admissions on the same record the registrar keeps. Prospects, events, application review and decisions carry straight into enrollment without a handoff.
The graduate record continues the student record, with employers, partners and engagement kept on it. On this map it also holds the institution’s corporate partners and what each one does with it.
Continuing education on Commerce Cloud, with open enrollment sold like retail and corporate programs run as a sales pipeline. Every completion writes to the same learner record.
Research information on Education Cloud, in the same org as the student record. Projects, outputs, partners, funding, IP and student research are linked to the faculty, students and programs they belong to.
Email journeys on Marketing Cloud, with SMS and WhatsApp, drawn from what is true of a student or graduate now. The communication history is kept on the record.
Slack connected to the student record, with record context in the conversation and handoffs that leave a trail. Shared channels extend to partners outside the institution.
Salesforce’s AI agents, configured and governed on the institution’s own record. On this map, agents chase responses, check evidence and flag gaps for a person to act on.
Claude, Anthropic’s model, available to agents inside Salesforce as an alternative to the default model. Prompts pass through the Einstein Trust Layer, and the model provider retains no data.
AI document processing that reads transcripts, certificates and other documents and writes what it finds to the record. It works natively in Salesforce and with any SIS.
Connections between the record and the systems around it, such as the LMS, finance and ministry reporting. When Salesforce is the SIS, many of them are no longer needed.
A named Salesforce team that runs the platform after go-live, with release readiness three times a year, an enhancement backlog and governance. On this map it also runs the returns each cycle.
One hour on a call. Bring your last HEDB return and the list of systems that hold each KPI’s source data, and Tondro will mark which points on this map you can already produce and which you cannot.
